Yeah, that tends to be the problem with strictly quantitative measures, there's way where it wouldn't hit a certain percentage but would still heavily involve needing to understand another language.
Oh, I'm sure there are plenty of people who would read bilingual fic, even if they have to run parts of it through google translate to get it.
